MARKILINSKI: “Pascal the Rascal”

One of my business mentors in life has always stated that you need to know  your competition better than they know you. So let’s chat about Pascal the Rascal.

Pascal the Rascal has filed suit against me as a school board member. He has ridiculed me, anathematized me, and spread lies about me.

After watching Pascal the Rascal do the “flip flop” dance in the back of the Ford City High School Auditorium at an ASD school board meeting, it is no wonder that the people of Leechburg voted him out as Mayor of their fine borough. In a write-in campaign no less. They must hate him.

Now Pascal the Rascal represents the Queen of West Hills and a minion.

I have done some investigating of Pascal the Rascal and his recent legal past and this is what has turned up. Pascal the Rascal was or is the solicitor for the Greater Ford City Community Development Corporation. They are bankrupt, broke, and busted. They are under a Federal Grand Jury investigation for possible misappropriation of Federal funds and for possible bid rigging involving a grant with a company from Mercer Pa.

I wonder how I came about this interesting information. Perhaps somebody slipped something through my screen door.

True representation of your constituents means to take a stand. I have always done that in my life. I may be just a “small country” boy, but I know a load of crap when I see it and smell it!

Pascal the Rascal, you are now treading in my target area. I am thinking that there is a pretty good possibility that a class action suit may be coming your way; I may be representing a specific class of citizens in Federal Court; So Hey! You better check your business liability insurance and also your home owners insurance. Your buddies better too!

News Flash! Does anybody remember a car crash in North Buffalo, with a silly whittle wascal, sporting a stupid whittle smile, slumped on a chair in handcuffs, probably waiting for a blood alcohol test, under a State Police guard? I wonder who had the higher test score. The silly whittle wascal or the drunk from the Dayton Attendance Area?

    You are laughable! Is this what you meant when you said “wait till you see the Kittanning Paper this week”?? Silly me, I thought you were going to share some information related to the school district and the good people of Armstrong County regarding your “expert opinion” on education and handling a multi-million dollar budget.
    Instead, true to form, you determined that slander and mud-slinging was more your forte. We’ve come to expect this of you Michael.
    One who slings mud is generally one who has much to hide himself and from a psychological point of view uses these tactics as a defense mechanism.
    I think that you should probably search your memory bank a little- you won your seat on the board because you ran unopposed and won with a very low % of votes.I guess the people in your area don’t like you much either?
    “True representation of your constituents means to take a stand”–curious about this- who are you taking a stand for? It doesn’t look like it’s for your constituents in Manor Twp. Are you confused about where you’re living?
    And my favorite remark coming from you is “check out your home owners insurance.Your buddies too!” Geez Michael- that sounds like a blatant threat and now it’s publicized. Smart move man!
    So in this early morning hour, I’ve managed to have the best laugh of the day- oh sorry!… at your expense! You should probably try using your time more wisely in doing some research regarding education and fiscal management- after all, that’s why you hold a seat on the board.

    I think you are very immature and irresponsible. I can not believe that a grown man who sits on a School Board with a 70 some million dollar budget would sit and right something like this. I wonder why people think ASD is a joke. Maybe we should talk about F.C Ambulance services. Everyone has a skeleton in their closet!

    My word what venom comes from the pen of the school director. First, he is not being sued by Chuck Pascal. What Pascal is asking for is simple equal representation for school directors. Second, what is he talking about filing a class action suit. This is just outrageous braggadoccio. I am surprised the KP even published this screed. C’mon David Croyle do some editorial oversight. I know you don’t endorse this, and it is paid opinion, but this is borderline libelous, and just plain irresponsible ranting.

Do you not notice how he sits back in the meetings with a grin, while you, Stitt and the other puppets implement all of the unethical plans Solak has dreamed up in the coffe shop. He is just waiting to throw you under the bus and say he had nothing to do with your rantings. Wake up! Oh and your physical threats will make it to the authorities for the record.

    I keep hoping to be proved wrong, but apparently this is not going to happen.

    I hope Chuck Pascal reads this and sees the blatant threats you have printed. Check your homeowners insurance? What is that supposed to mean.

    The constituents of Manor Twp. have noticed that MJM knows nothing about education or fiscal management of a mult-million dollar budget. He does not represent the majority in Manor Twp only his own agenda. He will not go unopposed in 2013 either. I want to point out that MJM has plenty of skeletons in his own closet. One may never know when that information is going to slip into someone front door. I am sure the limousine business and F.C. Ambulance donations will take a hit of the next couple years. You are right – Solak is sitting back pulling the all the strings because he wants to be re-elected again and continue to screw up our students education, raising taxes, and making our county unattractive to business and families who am consider to move here. Wake up Ford City and vote Solak out. David Croyle – why are printing MJM garbage? MJM listen and focus on the real issues: ASD students, improving education, and management of ASD dollars.

To the super 6 party— if I were you, I would run for the nearest bus station, hop on it and get as far away from Dodge as possible.     Words cannot express exactly how I feel about the “paid” article you prepared for this week. What was once just an annoying and poorly written advertorial, has now developed into a threatening and confusing rant that seems like it could be taken directly from the journal of a patient in a mental institution.

    You have made references to representing and leading groups of people, and I hate to be the one to tell you this, but you better look behind you. Your group of supporters has been dwindling for quite some time, and after this latest rant, I am not even sure if the fanatic 5 are going to stay in sight.

    I am actually starting to feel sorry for you. You are paying to print words that generate nothing positive, informative or even convincing about your goals for ASD. The best word I can use to describe how I feel about you at this point is……PITY.

If that is a low percentage of votes, what would you consider to be a high percentage?

    Jan, you need to stop saying things like this that make no sense. I do not know if you are purposely trying to mislead people or just consistently choose your words poorly. I just finished a comment to you on this Kittanning Paper site on the article about Jeff Pyle’s input concerning Lenape. In that comment, you also state something that is not factual so I asked you to attempt to defend your statement. The list goes on as in that same comment I cite two other instances where you posted “erroneous” information. Please understand, I am not picking on you; if you post honest factual information I will not criticize and in fact urge postings with accurate information.

    I really want to know…can/is anyone planning to take legal action for some of the comments in MJM’s articles? If I were being “thrown under the bus” by him, I know I wouldn’t be taking it lightly. These are the reputations of hardworking citizens. I mean, in one way, I think, go MJM, go, because at some point the most ludicrous thing he says HAS to go somewhere to some authority who can take legal action. I might be wrong, though, since he is always spewing info. about where the legal action against him will end up, since he has tried it before as a stall tactic, or some such thing. I feel so, so badly for Close, Rearic, and Choncek…it is like they are forced to watch Jerry Springer and his outlandish cast of crazies every few weeks! Where will end? I am so scared about the hope for the future of our kids! I am in shock that an adult would want to write such horrible trash and then pay to publish in a newspaper!

Secondly, I’m neither bothered or concerned that you criticize me- just be specific when you want me to comment on something that you deem mis-leading.     “This is OUR country…a rural conservative commentary…” Not only is it OUR country, it’s OUR township. I feel certain that WE will be taking it back as soon as possible. I have read through your past articles…for the most part they are negative and vile. I am a conservative, sir. I have no idea where you get the idea that circumventing the will of the majority of your constituents and raising taxes is conservative. That’s straight out of the liberal handbook. So is projection and redirection. It is said that if you want to know what a person is really like and what they are really up to; take a look at what they accuse others of doing. Additionally, I wouldn’t know Mr. Rupp if he walked up and kicked me in the knee, but I do know this. He was exonerated. His blood alcohol level cleared him. To make random mention of it in an article lowers you, not him. It saddens me to say this because we are acquainted with each other, though it is clear to me now that I never really knew who you are. It is also very clear that I don’t want to.
    In one of your articles you mentioned a life altering epiphany- perhaps you should have spelled it epiPHONY. For the love of God, Country and your mother, if you won’t give up the school board, at least give up writing.

    At least 3 of the directors are willing to take questions and answer what they are able to(because I have not looked at some of the questions submitted yet, I do not know if “legally” they will be allowed to, ie. personnel issues, lawsuits)

    The fact is- that’s not a true fact. I just looked it up and of the 238 total votes in Region lX, he got 228 votes, and there were also 10 write-ins (not for him). While this would give you a high %. He got a high % of the vote because this does not reflect the low voter turnout in that area. I’m still looking for the total voter registration in that area, but a figure that was tossed out to me was over 600+- with that,the % would be about 38%. But don’t quite me on that Elderman, I’ll call the Board of Voter Registration on Monday.

    All information was obtained from Wendy Bussard, Director of Election for Armstrong County.

    Fact is, MJM received 62.5% of DIRECT votes, these are people who directly voted for him, not straight party votes.

    All of the totals are broken down by voting places, in Manor it is North, South 1 and South 2 and in Manorville Boro.

    You would think that someone who ran unopposed would get 100% of the vote, but truth of the matter is that 250 voters voted for NO ONE! That speaks volumes.

    Once again elderman with his half truths. Yes Markilinski received 668 votes out of 690 votes cast. Impressive. You left out the fact that there are over 600 more registered voters, like myself, who threw up in their mouths even THINKING about casting a vote for the Canonsburg Clod.
    I’m hearing now that MJM is being investigated for running the ambulance service as a non profit when that wasn’t actually the case. There’s some big time consequences for that sort of “oversight”.
    Looking back thru the years, it’s easy to track MJM’s movements. He’s like a snail, leaving a trail of slime in whatever business or organization he is/was part of. OPEN THE BOOKS!

    Even though I couldn’t tell Rosemary from a CPR dummy, I’d much rather have her back rather than someone who lives an hour and a half away and is as shady as the day is long.
    You don’t represent us, you don’t live anywhere near us. You should have no right to decide that you are going to sink further into debt.
    Hopefully things catch up with you and the only decision you get to make is which bunk in your cell you choose, top or bottom.

    To correct one of Markilinski’s comments about the law suit filed by Pascal to the board— I beleive that would be a PETITION that Pascal submitted. The law suit was filed by Chase McClister. The petition was submitted regarding realigning the voter districts for school board members. If you’re going to make accusations MJM- at least get your facts straight!
    Definition of “fact” : A statement or assertion of VERIFIED information about something that is the case or has happened. or A concept whose TRUTH can be proved.

    This is the same man that printed a handout around 15 years ago degrading a former Ford City Police Officer in an attempted to have him fired. I think by the time it was over in court the officer received a large sum for back pay. If something isn’t done with him soon, the taxpayers will continue to suffer. With all this mess who really wants their kids to go to school in ASD. One thing that was always promoted to families moving into the area was the pride and quality of our school system. This has really hit a low point for families that do have a choice to consider.

    As a parent of students in the ASD, I am concerned with the examples being set by the adults on this school board. Mr. Markilinski, as a school board director, I hope that you are familiar with the standards which our students within the ASD are held. If you need, you may review the board of directors policies which are written out in the Parent/Student handbook. Please pay special attention to Section 7 under the Code of Student Conduct; Bullying and Cyber-Bullying. It states in Section 7: “The Board recognizes that bullying creates an atmosphere of fear and intimidation, detracts from the safe environment necessary for student learning, and may lead to more serious violence. The board prohibits all forms of bullying of students by all students and staff members, contracted individuals and vendors, and volunteers in the school.” Please refer to the handbook for a more indepth definition regarding this issue. How can the board of directors issue this handbook to our students and require them to follow the policies established by the board of directors, when the board of directors ignores their own policy? If a student referred to another student by name calling and threatening manner, that student would be disciplined according to the policy established by this board. If you cannot perform your duties in a professional manner, at least perform them in a manner required of the students within the school system which you are to be leading.

    To John,
    It is a shame that our county is turning out the way it is now. What once was to be touted as a nice bedroom community of Allegheny County when Rt. 28 was finished, is now becoming an nice exit for people to move out of the area. There is nothing in the county to keep people here. There are two huge factors that create this- lack of business and industry and a poor school district. The age old question- which comes first to make the other better? Based on my experience within the community where I live, generally when business’s look to Armstrong County as a possible site to move- the first question asked is “how are the schools?” The answer to that one is “not so great”. When school districts are not progressive minded the general consensus of a business is if there is no progression in education, it’s doubtful that the county will help and assist a new business to move here. I see two huge problems here and neither of them can be rectified ( at least not in my lifetime) We have school boards who have too much power over our tax dollars- this needs to be changed. I’ve talked about this to several state representatives and apparently there is discussion in Harrisburg to making some changes in this area. The second issue is that our district is just too big. It’s inevitable that a district this big can ever come together and agree on much. As we see, everyone wants to keep their community school. The problem is, we can’t afford to do this anymore. Once upon a time we could. I’d like nothing more than to see Kittanning succeed itself from the district but when I asked if this could be done- the answer was no. The reason- because without the Kittanning area, the other schools could not exist. What does that tell you? Our current school board is like a train wreck waiting to happen and all of us who live here are going to be on the track when it wrecks. They will spend our money with total disregard and I’m sorry Elderton people- it’s starting there. You may not like it, and I know you’ve fought a hard battle to keep your school, but the reality is- we can’t afford to keep your school open and pay for it. Truthfully, and I’m sure that Mr. Solak knows this, we can’t afford to keep Kittanning and Ford City independantly open. But he will do anything to keep FC as is- and he will do it at the expense of everyone else.

    As stated before, you make good points, but there is no evidence of building a new school is going to attract jobs. I would like for you to post some type of example of this where it worked.

    We have people who hold the same opinion as you for the closing of Elderton but believe you are way off base in your comments.

    This is what I do not like about this becoming specific theme or group mentality. You have been given examples from me and others about different areas in PA and even different states who have put the cart before the horse and began building new schools with the allegend belief that this would bring economic prosperity to a region….the exact opposite occured and the citizens in those areas were force-fed a huge debt.

    It seems people like Jan want to push their own agenda while the first thing that needs addressed is the closure of Elderton.

    No new buidlings until you get an economic turn around in this area. It only makes good business sense.

    I am sorry if you all want some great school with the bells and whistles, but we have enough buildings already. Sometimes you have to sacrifice and use what you got until you can afford something new.

    New jobs, improved tax base, more business development, then you can start looking inot options for new buidings.

    I have been repeatedly saying it…the focus needs to be on better economic development in this area. I do not even see a hint of that occurring around here. This is where we are truly going BACKWARDS. We need to begin asking WHY.

    317 Disiplinary Procedures
    006 Membership ( Board of Directors) — this one is really interesting as there is a section on page 3 about removal
    008 Meetings
    017 Board Governance Standards and Code of Conduct

    Feel free to read through these and if any private citizens feel that their or any board representative is not conducting themselves as they should or are even sending threatening emails (I’ve gotten several) please do not stand for it.

    I think most everyone understands that the District must watch spending. This includes renovations as well as new buildings.

    I think most everyone would agree that Administrators should sit down with business people ( for example BASF in Evans City, Bayer in Pittsburgh, GSK, in Pittsburgh) and discuss what curriculum is needed for graduates.

    After this Pow-Wow, ( and I would include Universities such as Carnegie Mellon etc.) we revamp curricula, and evaluate how the District must make modifications to offer this curricula.

    Let’s see what that brings before the boogeyman of the Super Schools rears it’s ugly head.

    NOTE: am I the only one that finds it odd that CMU a #22 ranked University gets a small number of students from Pennsylvania?

    If you consolidate some schools and renovate the others, then you have saved in spending. There is no need to break new ground. Look at the overspending that occurred with the West Hills Elementary. We got sold a bag of false goods on that one in terms of cost. Once the hammers and drills begin, it is very easy to start tacking on costs, because there is no turning back.

    Scott, I have no idea about this, but how much can a district tinker with the academics? I really like the idea, but I thought there were always the complaints of the state and federal mandates that have to be met. I just read a book which identifies the educational system on the national level as a big problem we have to tangle with and sort out before we can improve our schools across the board. How much leeway does a local district have over what is taught?

    Ruscoe- where in my last post did I mention anything about building new schools? I made two comments- 1)dealt with business and industry: we have none, and it doesn’t look as though we’re going to get any in the near future- and one reason, as I stated before is that we have a less than stellar school system. It doesn’t take a new building to provide this, but it does take some creative and progressive ideas in order to make a system work. The other point I made was that our school district is too big. The smart ones were Freeport and Leechburg when they opted out of joining the district. I never mentioned a new school, we can’t afford any new schools and I’m not sure what other language you would like me to write this in order for you to read what I say and not read between the lines. I can write it in French or Spanish- take your pick.

    In all fairness the “West Hills” issue had more to do with the timing. W.H. was built during the great housing boom.
    What needs to be considered is the long term plans for buildings, does it really make sense to issue a bond for $25 million to extend the life of a school for 5-6 years? Then in 5-6 years close it, or build again, or consolidate and spend another $25 million to fix the next school?

    Every long range plan has been ripped by a new board that comes in, and the students end up with nothing.

    On the academic side, what I was trying to say is if a business tells you they want better math skills, we can work with that, we can also offer some higher level classes for those inclined to take them.

    The district will lose some control as ( I believe) the Feds and STATE will take more control over curricula, this is a scary thought.
    Most mandates, are really just paper pushing excercises, with test scores used to measure sucess.

    Folks, don’t lose your focus on this attack-mentality article. Allegations regarding civil damages and crimes being committed are serious and not to be taken lightly. Remember one of those Biblical Quotes: “He who is without sin may cast the first stone.”

    This brings me to relate a parable, of sorts, according to “The Word on the Street”: There was a certain person, who, for several years, had been in charge of selling raffle tickets for a local, charitable cause. It is said that the charitable cause, for reasons unknown, no longer wanted him to sell raffle tickets for their worthy, charitable cause. One day, the new person in charge of selling the tickets visited the printer who supplied the tickets over the years. The printer asked the new person if he wanted an identical batch of raffle tickets printed up “as usual”. The new person in charge of the raffle tickets was confused because he realized that it is not ethical to print a duplicate set of raffle tickets. The new person understood that a duplicate set of raffle tickets could be used to claim any prize for which a ticket has not been sold. A duplicate set of tickets could also be used to lay claim to any prize which is not claimed in a timely manner. The duplicate tickets for unclaimed prizes could then be given to friends to avoid suspicion. The first person, who allegedly had been having duplicate raffle tickets printed up, ultimately decided to run for public office pretending to be a steward of taxpayer dollars while accusing others of crimes, wasteful spending as well as assortment of indiscretions. As for the second person, he was just an average, honest, person who knew right from wrong and choose to do the right thing.

    The moral is: The local residents are getting tired of the hypocrisy and are beginning to talk about their observations in regards to what politicians say versus what politicians (they actually know) do. Besides, the sources do not wish to compromise the integrity of their worthy, charitable institution’s raffle ticket sales.
